The initiative will create a coordinated framework to support and implement projects that shape the future of Downtown Austin.
Downtown Austin Strategic Initiative (DASI)
AUSTIN, Texas—Today, Austin City Council approved a resolution brought forth by Mayor Kirk Watson and Council Member Zo Qadri (District 9) establishing the Downtown Austin Strategic Initiative to create a management structure for identifying and implementing funding needed for all projects and plans that impact Downtown Austin.
“The Downtown Austin Strategic Initiative will serve as a framework for ensuring downtown remains a vibrant center as Austin’s living room,” Mayor Kirk Watson, said. “As we continue to invest in mobility and infrastructure, I’m thrilled to support an initiative that prioritizes Austin’s most important projects while preserving the rich history of our capital city,” he continued.
Transformative infrastructure projects are underway downtown and along the I-35 corridor, creating a need for prioritizing near-term projects, incentivizing downtown storefronts and lowering office vacancy. The Downtown Austin Strategic Initiative will focus attention on Downtown Austin projects, including mobility and infrastructure, music and arts, cultural and historical assets, economic and workforce development, public safety, homelessness, parks and greenspace.
“As a representative of our downtown community, I know how vital this initiative is in addressing some of Austin’s biggest challenges and opportunities,” Council Member Zo Qadri said. “A vibrant, well-planned downtown—one that prioritizes mixed-use development and improved public spaces—drives business success and brings more people into the heart of our city. I’m encouraged by this initiative’s implementation and optimistic about Downtown Austin’s future,” he continued.
The Goal Driving DASI
The goal of the initiative will be to ensure that a management structure is in place to not only track and oversee downtown projects and strategies that increase vibrancy, safety and accessibility, but to also coordinate, implement and identify any additional funding needed, while ensuring it aligns with the Downtown Austin Plan, South Central Waterfront Vision Framework Plan and the Downtown Density Bonus Program, among others.
The City Manager will work with appropriate partners and stakeholders to incorporate feedback and identify responsibilities for the Downtown Austin Strategic Initiative. Key partners for this project include but are not limited to the Downtown Austin Alliance, Opportunity Austin, Visit Austin, Austin Chamber of Commerce, Shoal Creek Conservancy, Red River Cultural District and Waterloo Greenway Conservancy.

What’s Next
The City Manager will update the Economic Opportunity Committee by March 31, outlining a reporting structure, lead department and timeline. The lead department will establish goals and responsibilities through spring and summer, releasing recommendations in mid to late 2025. Ongoing Downtown Austin Strategic Initiative progress updates will be provided every six months, shifting to annual reports after 18 months.
