All vehicles have a federally assigned vehicle identification number (VIN). VIN etching deters thieves because it's more difficult to dispose of property that is identifiable. H.E.A.T. (Help End Auto Theft) is a statewide vehicle registration program that helps law enforcement agencies identify stolen vehicles. Owners who normally don't use their cars between 1:00 a.m. and 5:00 a.m. sign an agreement allowing officers to stop the vehicles and verify ownership if the car is being driven during those hours. POP (Protect our Property) is a permanent identification labeling system sponsored by the Texas Council on Theft. Items that can be labeled include computers, cameras, tools and television and car parts. All of these activities may lower your auto and property insurance rates and are available free of charge!
